SHARE India is a not for profit society that is registered under the Andhra Pradesh Public Societies Registration act in 1986. SHARE India is currently implementing a project aimed at providing Technical Assistance (TA) to implement Quality Management Systems (QMS) in India’s National AIDS Control Program (NACP) Laboratories and strengthening its laboratory network for HIV and related diseases under President’s Emergency Plan for AIDS Relief (PEPFAR). This project is funded by the U.S. Centers for Disease Control and Prevention (CDC). This project is planned for a period of four years and is subjected to availability of funds from CDC.

Associate Project Director: (1 position)

POSITION:                 Associate Project Director

About the position: The Associate Project Director (APD) will provide overall technical and Management oversight to the project. This is a techno-managerial position. APD will play key advisory and mentorship role, and will be responsible to leverage high-end global and national technical expertise to accomplish stated project goal and objectives. S/He will also lead and manage the day-to-day operations of the project including managing partnerships with NACO and SACS, all sub-grantees and the funding agency. APD reports to the Project Director

The overall role of the position will be to:

  • Manage day-to-day program operations
  • Delegate and oversee implementation of program activities  
  • Prepare annual and quarterly program plans 
  • Initiate required changes in project activities for better results in consultation with the senior management in SHARE India, NACO and donors
  • Provide oversight to various capacity building activities
  • Facilitate achievement of project objectives
  • Develop partnerships and networks required for program implementation
  • Provide leadership for effective monitoring and evaluation of the project

Specific roles of this position include:

Program Planning and Management:

  • i. The APD mentors and guides the Senior Project Manager, Project Manager, Regional Coordinators, and other key staff periodically in performing their tasks per their      approved activity plan.
  • ii. Provide techno-managerial support to the team in various technical and management aspects of the project.
  • iii. The APD will work in close coordination with the key members of the team, NACO officers and CDC.S/He will guide the SRLs and NRLs in developing micro-plans.
  • iv. Participate and contribute in development of internal reporting systems, prepare detailed implementation plans, monthly / quarterly / annual work plan, narrative           reports and financial reports, and assist in annual budgeting exercises.

Capacity Development:

  • i. The APD will be responsible to support the project team to enhance the capacity of NACP laboratory staff for effective quality management
  • ii. Guide the Senior Project Manager for organizing need-based trainings.
  • iii. Provide assistance to the team in identifying and negotiating with external resources for training and technical aspects of the program.
  • iv. APD will provide support to the team for their capacity development, specifically monitoring and mentoring the project staff.
  • v. Support the project staff in development of training modules, build the master trainers through training of trainers.

Program monitoring and feedback:

  • i.The APD will be responsible to conduct routine team meetings, conference calls and update the senior management and donors on the status of project implementation periodically
  • ii. Conduct quarterly review meetings with the project team to identify the problems and find solutions in the Lab strengthening activity.
  • iii. Appraise the Project Director, SHARE and CDC on the progress of the activities.
  • iv. Monitor the program periodically visiting the DRL/NRL and service facilities and provide support to the RCs in their functions on field.
  • v. Oversee and provide supervisory support for various activities of the project.

Representation and Advocacy:  
The APD will be responsible for effective coordination with the project staff and NACO leadership for bringing convergence among different players to bring synergy to the program and help in mainstreaming the HIV activities.

Interact and build relationships with senior government officials, liaise with representatives of the medical fraternity, establish linkages with potential partner centers, etc., to enhance the effectiveness of the project.

Documentation and reporting:

Be responsible to get the good practices, success stories documented and ensuring regular reporting by the facilities and provide periodical reports to the CDC and NACO.

Desired Qualifications, skills and competencies:

  • 1)Public health professional with minimum 5 years at a senior level with HIV programs at national level.
  • 2) Desired qualification - MD in Microbiology or Pathology, PhD in Microbiology or Pathology
  • 3) Experience in managing large projects / grants is desirable
  • 4) Should have proven ability in critical thinking, strategy formulation, leadership and team building in a public health program setting
  • 5) Excellent communication skills both written as well as verbal. Knowledge of Hindi will be desirable
  • 6) Experience in managing M&E systems, research / operations research, report writing, capacity building and institutional strengthening
  • 7) Experience in financial management and budget preparation and control
  • 8) Preferably below 50 years of age
  • 9) Excellent computer skills, particularly Microsoft Office

Project Manager (PM) (1 position)

About the position: The PM will be the key technical lead in providing technical and program. S/He will be instrumental in designing and implementing QMS capacity building interventions in collaboration with NACO and SACS. S/He will also contribute to the strengthening of quality assurance and ensure robust linkages between facilities and the Apex lab. With support from the team, S/he will develop database for quality monitoring. The PM will be required to visit the labs that require technical, mentoring or monitoring support. PM reports to Senior Project Manager (SPM).

The overall role of the position will be to:

  • Delegation and overseeing implementation of program activities through Project Officers and Regional Coordinators
  • Provide oversight to various capacity building activities  

Specific roles of this position include:

Program Planning and Management:

  • i. Project Manager will coordinate with the Regional Coordinators (RCs) and Project Officer (PO) on a regular basis and guide them in performing their tasks per their      approved activity plan.
  • ii. With support from the team, S/He will develop database and referral lab quality monitoring.
  • iii. The PM will develop, with the support from the team, SOPs, Guidance documents, and guidelines on QMS
  • iv. The PM is responsible to develop checklist for QMS

Capacity Development:

  • i. PM will provide Technical Assistance to all NACP labs for operationalizing SOPs, trainings on QMS
  • ii. S/He is responsible to conduct trainings on QMS to Lab Technicians and other laboratory staff.

Program monitoring and feedback:

  • i. PM is responsible to monitor and report to NACO on proficiency testing results.
  • ii. Supervise and support the Regional Coordinators (RCs) and Project Officers
  • iii. Visit the designated NACP labs to review the QMS standards and provide support to strengthen the systems.
  • iv. PM will coordinate the meetings with the team, NACO and donor

  • 1) Essential: MD in Microbiology / Pathology from an institution recognized by MCI
  • 2) Essential Experience : Five years’ of mid-to-senior level laboratory experience in implementing QMS, drafting SOPs and Skills pertaining to scientific Writing
  • 3) Desirable: Experience of working in projects of NACP

Regional Coordinators

POSITION:                 Regional Coordinators (Lab Services)
LOCATION:                Vijayawada / Hyderabad

Scope of Laboratory network: The laboratory network includes the National (13) and State reference (117) labs for HIV testing, peripheral HIV testing sites (Integrated Counselling and Testing Centres-5000), STI Regional (10) and Referral (45) labs, Molecular labs and CD4 testing labs across the country.

Job Description of Regional Coordinator (RC): The Regional Coordinator will function under the direct supervision of the Associate Project Director /Project Manager Lab Services as the case may be. S/he will work in close coordination of the National/ state reference labs, CD4 Labs, Molecular and STI labs in the region. Where required, s/he will coordinate with the M&E Officer at SHARE and Program Manager in Delhi for program and data related matters.
The job responsibilities of the position are:

Program Planning and Management: The RC will work in close coordination with the lab   in-charge of the different labs within the NACP network of the designated region, to support and help the labs in developing SoPs, training manuals, training plans, conducting training, prepare context-specific Action Plans for achieving desired QMS standards, allocating targets to the labs for monitoring and provide mentoring support to the peripheral labs, bring accountability and better management of the program.

Capacity Development: The RC will be responsible for facilitating QMS training to laboratory staff in enhancing the capacity of laboratory staff through regular field visits, effective program reviews to improve quality of the program. S/he will also support the Lab division in NACO and SACS to develop training content, and conduct training,

Program monitoring and feedback: The RC will be responsible to support the state and national leadership in effective monitoring of the program and for providing objective and timely feedback to the various facilities for quality implementation of the program. For this purpose, S/he work closely with Lab Services Division of SACS and make joint visits to strengthen EQAS and QMS.

Documentation and reporting:

Be responsible for documenting good practices, success stories and ensuring regular reporting by the facilities and provide periodical reports to the Associate Project Director as requested.

QUALIFICATIONS REQUIRED

  • 1) M.D (Microbiology) /Ph.D ( Medical Microbiology) with three years’ experience Or M.B.B.S/ MSc (Microbiology, Medical Microbiology ]with 5 yrs of experience in clinical Microbiology Laboratory
  • 2) Desirable: Experience of working in projects of NACP
